My 2 cents:
I voted based on two things, could it be completed by a novice DRODer, but would it still be fun and interesting for someone who had played and mastered every hold out there. Which as several people have said is very very difficult. I tended to grade harshly any hold I thought was too hard, regardless of how much fun I had playing it.
For those who dont like reading (like me), my top 3, in no particular order:
A visit to Mellenfral
Nightmare Roses
The Pyramid of Doom
Rounding out the top 5:
Professor Gooles
Bugged
The Crossing
Top 3 great holds, but too hard for the contest:
Beethros Short Cut
Hold of the Hour
Under the Trapdoor
Holds 1-9

×(1) Some neat rooms in here, 3N was probably my favorite. Otherwise solid hold, not too difficult.
(2) Some good rooms in here, I liked 1N 1W a lot, but overall I just thought the hold was a bit too difficult for this contest. I also might have judged a little harshly based on 2E being impossible.
(3) As others have said, I didnt quite get the story line. He was born entrance was quite challenging, and I was convinced impossible for a little while. Fairly challenging, and solid overall.
(4) This hold had a very polished feel, and it was nice to give my brain a rest after some of the first few holds. Very different from just about any other hold Id played, and I thought a perfect fit for this contest. As the author wrote, very zen like.
(5) Some good rooms, and a neat hold overall, but too difficult, and too long. I couldnt finish it in an hour, which as Ive said above was pretty much the main criteria for how I judged.
(6) Too buggy. This author should obviously give up on the hold building and go back to trying to beat Beethros Teacher. How can you say a road goes to certain death, if it doesnt go to certain death? Boo!
(7) This was visually the best hold of the group. Unfortunately, killing a huge tree of goblins with no save spot was the end of this hold for me. I did like 1N (even with the orbs), and 1S 1E, but as I said, after the third time I killed half the goblins, and then made some silly mistake, I called it quits.
(8) As listed above this was one of my favorite holds, just not for this contest. Every room was fun, and extremely challenging. Just too challenging.
(9) Neat variation on a common theme. Not too difficult, and I thought great for this contest. It was maybe just a little tougher, and didnt have quite as much depth as the top 3.

×(10) I got confused. Was I only supposed to play through 1-5? Didnt matter as some of the rooms in the 2s were impossible. Kind of neat puzzles, it just seemed like the first five levels of a much bigger hold.
(11) I liked some of these rooms a lot, like 2S 2W. But playing for the math geek vote might not have been your best bet. There just arent enough of us out there, even here. I also got stuck multiple times on 4S, and every time I thought I finally had it, Id get stuck again. Is it possible?
(12) This hold had some neat rooms, but I probably scored over harshly after I kept making silly mistakes on 1W, and kept having to restart the room from the beginning. Im a weeny, I need save spots, otherwise rooms like that go from challenging and fun to tedious and frustrating.
(13) Great hold. Each room was well thought out and challenging. It was very entertaining to play, and I will certainly look for more of Chacos holds to play through. It was just too tough for this contest.
(14) Another good hold that I thought fit the contest very well. Fun to play, without making my head hurt. As I said above, its one of the 6 holds I would put into the top 5.
(15) This didnt play well for me. The rooms on there own were fairly fun, but I couldnt get back once Id finished 5N 1E. I also couldnt get the left door to open to begin with.
(16) Way too long. There were some great puzzles buried in here, and if it werent for the impossible rooms, I would probably go back to try to finish this hold. It needs some work, but there was a lot of promise there. Monsters love mazes was a very good level.
(17) Again, good puzzles, a good balance of being fun, without being overly difficult. Each room had a different little trick that you needed to figure out. Another top 5 hold.
(18) This was probably #4 of the good holds but way too tough. I got stuck, I got frustrated, I scored it poorly. I was convinced that 1N was impossible. Which it turns out it isnt, and on replaying I probably should have scored it a little bit better, but still, way too hard for this competition.

×(19) This hold walked a very fine line of being too tough and frustrating. A very interesting way to turn one room into an entire hold. Just about the time I was ready to quit and head to the next hold, I finally figured it out. Which is probably why it got so many high, and low votes.
(20) Solid hold. Some fun rooms, and on the whole, a fun not too difficult way to spend an hour. But seriously, who has a room where you are forced to flee from a bunch of invisible spiders? That could only be worse if you were forced to run down stairs, which may, or may not have led to the right place.
(21) This was a truly unique hold, and is in the top 3 based on that, although I did get stuck 5N 2W. Stupid eyeballs. No matter how I kill them the door doesnt open! The hints were very good, and Im sure Im missing something obvious. Great hold.
(22) This hold was truly hard. I managed to beat the first room, but after about a half hour of trying to beat the second room I gave up. I may come back to this just for the challenge, but it was way too hard for this contest.
(23) That tar mud combo room was tough. I just about beat it a couple times, but a save spot somewhere on there would be nice. Seeing that I couldnt beat a room in the hold, that hurt the score some, although I probably will go back and beat it eventually.
(24) See above
(25) Perfect hold for this contest. Fun to play, neat design, good puzzles. Everything my entry should have been.
(26) See beginning. Great puzzles, fun to play. After getting stuck for a while at the rock golem point, the hint helped. Very good hold, one of my favorites in the group, just too hard for this contest.
(27) As others have said, this had a lot of hack and slash. There were some neat puzzles in here, although I got very stuck on The Hard Way 2S. I assume the room is possible, but I couldnt figure out how to kill all the rock golems. Inner Sanctum 1S was clever.
