I'm working on a hold and two of the rooms have citizens scattered about with a few relay stations and the persistent citizen movement token in the corner, blah blah blah. However, I was under the TCB City Part 2 impression that citizens kept moving back and forth from station to station ad infinitum. In my room I discovered that my hardworking citizens appeared to be slacking and simply huddling around the nearest station and not behaving like the mindless, antlike drones I wish them to be. Help? :?

Take out the persistent movement token. It's causing the ones on the outside to keep trying to get to the one relay station (not letting the inside ones out), and not changing their priorities.

You can also get try having less citizens if that is the problem.

Won't taking out the token make them not move at all? :?
Edit: Hey, wow! It worked! Well, if the citizens keep moving anyway, what does the pcm token do? -_-

No, it will just make them move as they did with Persistent Movement, but if blocked from moving towards their current target, they will attempt to move to a different relay station.

The PCMT is not necessary for citizens to function properly, and a lot of published holds actually don't use the token at all in citizen puzzles.

EDIT:

The PCMT makes citizens never give up on their current target if they're blocked by something they can't see (like a monster, or another citizen). Whether that's useful or not is up to you. :)
