No, not yet. That stuff could come in future upgrades, but for now, we're solely dealing with bug fixes in 3.0.x and upgrading the internal hold format (which optimizes NPC scripting resource management, but that's about it).

Unless there are fixes that are directed specifically at fixing the hold TCB, yes, the patch is made for everyone.

There are a couple minor hold-related bugs being fixed, like typos and non-puzzle-related NPC scripts. These fixes will only show up in the 3.1 full version install (i.e. not the patch). The consequence of them not being fixed in your local install is tightly limited to having these few cosmetic errors around -- if you happen to notice them during play -- and doesn't cause anything serious to happen.
