Briareos is right. It's one of the so-bad-it's-good class of films, and an excellent example. It uses terrible special effects, a nonsensical plot and rips of footage and music from a variety of films. I'd really recommend it for comedy value. Even if you don't watch the whole thing, at least experience the opening sequence. It's on google video here

<shrug> I give up then. It's Diva, a weird but fairly enjoyable French McGuffin hunt from the early 1980s. The somewhat-recognisable actor two posts up is Dominique Pinon, who played e.g. the new tenant in Delicatessen.
