a) Be a moderator
b) Create a beta-board for a hold (pretty sure you need caravelnet for this), by going to your Profile, then My beta-holds, and then uploading a hold. But only the people who agree to beta-test your hold can view and post on the board.

I can't think of any other way. What are you trying to do that requires a new board, rather than just a post like this?
