This seems off-topic, but I agree with you that users who go around downmodding others' posts -- generally because they didn't like something that the user did somewhere outside of that post -- is not in keeping with the spirit of the post moderation system. I've seen that happening with other users' posts too from time to time.
I'd like to request that users (especially those with a bunch of mod points) please mod posts directly for the content contained in those posts and not as a way to react to other users in general.
