I agree this is the primary problem. It should be possible to abstain on questions. This is very different from voting the current or global (5.5) arithmetic mean because it gives more weight to people who actually do vote.

For the other stuff, I'd be happy with a ladies' / gentlemen's rule that says 1) you must vote X for your own entry, and 2) the average value of all your votes must be between Y and Z. Without at least a tacit recommendation on suggested conduct, someone has a bad day, ranks everyone low due to mood without realizing it, and thus wins the contest...

Mm, no good. Tacit recommendations are unenforceable, being what they are. And we've had multiple contests with very few entrants wherein one entrant was clearly far better than the others.

They're better than nothing. I don't think most people here want "rule enforcement".

...in which case everyone would rank that entrant higher, and they would win. The "winning" is a rank-order win. It has nothing to do with the amount of points at the end, only the ordering of those amounts. You're not actually making it more likely for the "right person" to win by introducing more uncertainty from larger values.

Anyway, I'm going to do it, and if people want to sabotage my votes based on the system I describe, that's fine by me. From now on:

1) I will not vote when I'm in a contest unless there are at least two other participants.
2) When I vote, I will always vote my entry a 10.
3) I won't vote higher than a 9 for any other entry, even if I didn't participate.
4) My votes will always average to exactly 5.
