Organic lifeforms can't be build. If you played TCB you know that all artificial lifeforms of the Empire (e.g. aumtlichs) are made
As for the other monsters: I think they multiplicate the normal way.

How could citizens build stable tarstuff when they can only place 1 tile at a time?!

However, they should be able to build everything but tarstuff and monsters, even if not canonically, IMO. But perhaps to continue this discussion we should resurrect this?

Maybe they'd just build a single square, and whatever other squares that are needed for stability would also appear.

Yes, but if a Citizen built a square of tar like this...

How would you decide which squares to appear? Would it be...

Building tar might work, but you couldn't have 1x1 build squares. They'd have to be 2x2 minimum.

This would work if there were a separate marker for each type of tar border. In the above three scenarios, a southwest corner marker would produce the first one, a northwest corner marker would produce the second one, and a marker for an inside corner with northwest and southeast exposure would produce the last one.

I say that four citizens must gather to make a blob. If there aren't four citizens, they'll remain here until the other citizens arrive.

Or you can let a citizen make a sort of vat which can temporary create tarstuff.
