×Portraits don't actually grant access to the wizards or witches themselves. They're more like caricatures or personality sketches. I expect the Hogwarts portraits are of remarkable quality, to the level of allowing for the potential to get useful advice from them, but something as trivial as a chocolate frog card would probably only be good for catchphrases or the like. By the same token, a hand-drawn portrait by Harry would probably be low-enough quality to not really be useful. Perhaps they could have commissioned a skilled wizard artist to make such a portrait, but I expect it would be beyond their means.

×Kreacher wasn't in on the plan, so sending him off on missions by himself would have been very risky for him to make a mistake. Having him do supervised tasks or straightforward missions might have been possible (as in fact they did with Mundungus), but that avenue was cut off once they lost Kreacher with Grimmauld Place. Recall that they felt it too risky to call Kreacher to them since he could have been in custody or with a Ministry official, which would compromise their position.
