I plan on using a song from another game in a hold I'm working on, but I'm not 100% sure how the rules on that work.

Am I supposed to at least credit it? Or do I need to get permission from the composer? Or is it just flat-out not allowed, even if I legally got permission from its composer or copyright holder? Is it considered fair game if it falls under the public domain?

I know credit and permission are necessary for ROOMS from other holds, but nothing is said if it's music or graphics.

Standard legal rules apply. If you can get permission one way or another, you can use it. If it falls under public domain, you can use it.

This applies to holds submitted to the Holds board pending HA approval. You could, in theory, put whatever material you wanted in an unpublished hold so long as it stays there. But if you want to publish your work, follow legal guidelines.
