This game doesn't seem to have a portable download, only a full installation.
However, is it at least possible to run it with something like "Heroine's Quest.exe" -portable
Thus, for example, having %homepath%\Saved Games\Heroine's Quest 1.2 replaced with something like [game's folder]\Saved Games?

In any case, is there anything other than saved games that prevent this game from being portable? Does it use the registry?

This is inherent in the engine we're using (i.e. Adventure Game Studio, or AGS) and not something we can change. You can try asking at the AGS forums.

They actually wrote years ago (but after this game was already years old itself) that it's supposed to be a setting in winsetup.exe, which this game lacks:

Right. I'm sure that at some point we'll upgrade our Steam games to the newest version of AGS, but this is not a priority. Maybe when the mouse driver conflict gets fixed, or when the engine itself upgrades to the latest version of Allegro.

Until you do, ScummVM's latest beta version added support for AGS games including this one.
Since ScummVM is mostly portable, there's now a way to play this game in a portable way.

Well, you finally did just recently. You did finally put the config file and savegames in the game folder itself.

But you didn't provide a portable download, only an installer. At least now those who want the portable mode can install, copy the files elsewhere, then uninstall (or just use a program like Sandboxie to install without really installing).

Anyway, it's much easier to just get a ZIP/7z download.
