No, the City style is a copyrighted style and is only available embedded in TCB. You are not allowed to redistribute it or use portions of it by any means.

You can extract them from DROD, however, and I would dig you up a link to the program that will do it (it's on the forum, written by Stefan IIRC) except it's 10:00 and there's an xkcd to be read.
