×not necessarily, the term "new" means, in this phrase, a version that is different from the older version, and so, is a different thing, which means that it's a new version. However, that change doesn't have to be an improvement for a version to be "new". The phrase "new and improved" then means that it's by definition a new version, where the change is an improvement.
Note that the opinion of whether the change is an "improvement" is based on the opinion of the creators/editors, and doesn't have to be an improvement for the one who buys the product.
I've been thinking about Pneh's remark, and I've made a new and improved definition.

product is a product that is new (never in existence before) and improved from an older version, where the new product is a different product than the older version, even though it shows many similarities with an older version.
Note that whether the changes are labeled as an "
improvement"
is a matter of opinion from the creators/editors.
P.S. Note that just changing a product is modifying, not making new.
