The winning guess will be the highest guess that is not larger than where the bar stops.

For example:

Person A : 0
Person B : 100
Person C : 150
Person D : 200

If the bar stops between 0 and 99, Person A will win.

If the bar stops between 150 and 199, Person C will win.
If the bar stops at 200 or more, Person D will win.

Winning's kind of a mixed blessing. While I'm glad TCB is out, I'm really going to miss clicking the bar. It's just not the same now that the message is frozen. I mean, I even kept clicking it after it passed 372,000 and it wasn't really in my best interest to do so.
