I'm at a loss on this one. I believe mirror has to go on 20,16. whether i enter from north or south I can't stop eye from closing door. also thinking you have to enter from south with potion on south side of door, or am I completely missing it?

There is no place for the mirror that does not reflect one or both of those eyes, so you have to be invisible when you walk behind it.

There are three places to put the mirror and two orbs to hit. That gives you six ways to start the room; which ones do not result in waking the orthogonal eyes? Remember that it is fine to cross a gaze when invisible.

There's another twist after you figure that out.

There are 3 places where the mirror can be before getting around the walk, if the first one doesn't seems possible at all then try the other 2 and think about what's left to clear the room.
