After going through this room once, I've left the boat in an unreachable spot because of the force arrows in 4N3E. If I can't get that green key then I can't get the blue key to beat the level. Am I stuck? If so, I'll have to redo the whole level because the last autosave isn't early enough. I wish it was like regular DROD which makes tons of restore points.

Getting stuck and replaying sections is a common occurrence in RPG. It looks like you might well be stuck. Note that you can make your own saves at any time, so save often! The autosaves are a convenience but don't rely on them, they can never properly substitute your own manual saves. I'd definitely recommend always saving before stepping over force arrows.
