Thanks to Radiant's help on what could be causing the rocks to not fall correctly in Devilish Puzzles I've finally achieved Ultimate in ST2. (The other problematic level is Eye Queue Tree, but that one I managed to master myself, even with the issue.)
If your solution to the 3x4 rock stack works in editor, but not in game, you'll need to do the early bomb section a little differently -- each explosion counts as a "destroyed object" and apparently that influences the timing of how things roll enough to sometimes make it impossible. This explains why The Stew Boy, who created the level, later got stuck on this part himself -- he must've changed his solution to the bombs just a little bit...
Back to ST1, then -- I've long lost the file where I had Legend, but I don't remember most of the solutions anyway, so this is a legit replay and a lot of fun. Time to try and grind out ST1 as well.
Attaching ST2 player.cfg with Ultimate rank here. A little mixed on the number of "pass through blinking lasers" action levels (thought it was a bit too much), but the best of the puzzle-oriented ones are absolutely genius. Welcome to the Moscow Subway may have played a little dirty with its misdirection, but the actual solution is crazy genius and probably one of my top two favorite levels in the entire game, and that's just one of the masterpieces. Assorted Chambers, Overflow (one of the most fun levels ever, the other top favorite), Kick Before You Stick (even though the top puzzle is still cheesable because the one extra gem was never added to the quota), etc, etc, really fun stuff.
