Clear the 'gondolas' (the tar blobs with surrounding trapdoors) one at a time, either clockwise or counter-clockwise, starting from (and ending at) the bottom.

To clarify: you are not allowed to drop any trapdoors that are not part of the 'gondola' you're currently clearing.
