If a moderator posts to a thread after it's been locked, his post contains a "quote reply" link (presumably allowing other people to post to the thread, though I don't know what actually happens).

For example, see this thread

Yeah, Mike mentioned this to me earlier today. It's because the Locked status is actually kept in each message. I'll be changing that so it's kept once in each topic where it belongs.
