This is only an idea : its a pixel art program, with Jtrh templates ( not original graphics) and help you like this : Beethro North Direction : Button (Save) - Button (Modify) etc etc... and save the files .tim ... Its a good idea?

Yeah, it's called the Gimp.

It's possible to have images override the defaults of all the game's graphics. In Beethro's case, you want to find the GeneralTiles in the dev forum.

Building a special program for modding JtRH seems redundant when people can already use their favourite program, you know?
