If you go to the Member List page, you will find that every person has an email link next to their profile link...even if they don't check the option to all users to send email. I tested it myself by disabling email, and I was able to send myself an email when I shouldn't have been able to. I'm not sure whether this is a bug or a feature, but I thought that I'd point it out anyways.

I think you found a bug there. If you have disabled e-mail, there shouldn't be any way to contact someone by e-mail.
