The enforcement mechanism is very complicated looking, but what it enforces is reasonably simple:
-One one turn, all plates must be pressed. Pressing just some of the plates is okay and will not cause a failure state.
-On the very next turn, all plates must be unpressed.

I wanted to credit the person who came up with that mechanism to enforce this (because it actually wasn't me), but I completely forgot and lost whatever note of who it was that I once made.
