Oh man, I don't know what to do here. On one hand it's really weird that the clone's weapon doesn't come out until the next turn. On the other if it would, it still shouldn't make a sword strike as per the rule which says that attacks happen only on monster's move.
I think it should be consistent with player rules, so that's how I'll change it:
1. Activating Weapon On/Off token immediately changes sheathe state of each armed character
2. They still will only strike on their move (so if it's a mimic who steps on the token clones will not trigger, as their processing order is lower)
3. But other things that interact with swords (eg. aumtlich beams) will trigger as normal, that is matching the visual state of the room.
