Uh, Lowest Proper and Lowest Point aren't the secret levels. You just have to continue playing to get to them.

No, I meant to ask if the entrance to the secret level was in either of those two levels. I've conquered TCB, but I can't find the hidden level.

The room with the passage does have a master wall inside. However, the room itself is not blocked by the master wall, but rather the staircase inside.

The City Archives are in The City: 1N 4W, inside the big gray building. If you've talked to the slayer outside the Slaymaster's Hall (5N 3W), this is where you enter the 13th level, Archival Catacombs.
