I don't think that's a bug. I think this is just so you can see if you will be able to edit the hold if you conquer/master the hold or not, because you can see the selection in the 'Who can Edit' box.

Strange... I don't. I take it you mean if the Hold is set to 'Only You'. Or if it is set to 'You an conquerers' (and you haven't conquered it). Or 'You and Masters' and you haven't mastered.
