Okay, I looked it up after posting my guess, and turns out it was Dr. Hibbert. So, here's the next one from my favorite episode:

"Oh, right as rain! Or, as we say around here, `left as rain', heh heh."

I admit I have to look these up to get the wording right, but I figure that's okay as long as I don't dig up something really obscure. The above definitely has a clue as to which episode it would appear in.

Wiggum was also my guess. Other than that I'm clueless. I think that must be from the episode where Simpson's old house burned down, and I remember it being off in the boonies away from where regulars would be around to comment on it. Hmm. My first assumption was that it might be Smithers, because then the next line would be Burns's ubiquitous "Simpson, eh?" running gag. But that line does sound familiar, and I really doubt it was Smithers.
