However, I was pretty sure that the TCB demo had a block on it to only allow City anyway.

No, it didn't. Caravel sells content. The TCB demo and full executables are (mostly) identical.

Hmm, I wonder if you could rebuild AE on top of DROD 3.whatever? It might be neat. I know the hold data is available... and weren't the graphics freely redistributable/modifiable/etc? Hmm.
