From where do you choose/download holds? Is it DROD or your browser displaying this message? What is "COL"?

The message is from drod.err. Holds are from drod.net, Col is Crying out loud

Wait a minute, do you mean that you can't select any of the holds in your holds list or that you can't download any new ones?
