HTML Help Problem in TCB 3.1 (+1)

Attempting to view the Extended Table of Contents page in 3.1 now results in an HTML Parse error, causing (1) all text after Rating Holds to not appear, (2) a permenant extra indent to all help pages until TCB is restarted and (3) an assertion error. This appears to be due to the following line in extendedtoc.html:

  <li><a href="holdselect.html"><b>Hold Management Screen</b></a></li>

The </li> at the end needs to be removed, since its matching tag is already in place a few lines below.
