TCB won't update (0)

I downloaded and installed the TCB 3.1 patch. I ran DROD, and it said it had to update my data files, so I hit OK. Then, it said that it couldn't complete updating data! :thumbsdown

Drod.err shows nothing unusual either. Should I reinstall the patch?
No, wait, I THOUGHT it was fixed. But it turns out, if I run it from the installer, it works, but if I run it afterwards from my desktop it stops working.
