Heh... yeah, that console is where you cheat on the operating system...
But nowadays it's become quite the norm to provide something similar in games - a similar facility where one can type commands and alter or inspect some of the game's inner workings that can't be modified otherwise; mostly for testing out things in the game while developing it, and after that oftimes some cheating.
As far as DROD is concerned, that would be the entry box for the built-in chat that doubles as a console - try entering "
~help"
