Hmm, tricky call. I see why this seems like a bug to you. But I like to imagine that brains have a 'mental' connection (what else?) to all other monsters. This is especially evident when you're invisible, and critters which can't see or smell you know which way to go anyway. Presumably then they also have a really good mental connection to other brains. So in the split second when Beethro moves before the mimic kills it, another brain could figure out what's going on and where Beethro is for that one turn, then direct the ordinary monsters when their moves come around right after that. I expect you'd also see all monsters move if a Slayer or guard kills the brain on the turn it senses you. Characters and bombs are a moot point, since they move and explode after normal monsters go. And of course, if all the brains are gone when normal monster movements start, I wouldn't expect even the brightest goblins to make a decision after a confused split second when a brain or two was excited and then suddenly there were no brains.
Edit: Based on those ideas, it would also make some level of sense if in this situation, other monsters move as unbrained for one turn. That is, they have figured out where Beethro is, but have no guidance on a good way to get there. But that's just random musing, not a suggestion, because it's even more unintuitive and wouldn't be worth the extra effort to code.
