If Beethro stabs a monster as he's stepping onto stairs, the monster dies.

If Beethro stabs some tar as he's stepping onto stairs, the tar is not cut.

Stabbing a monster while stepping onto stairs does not effect green doors.

Attached is a tiny hold where this is demonstrable.

I'm using 2.0.14, Windows XP.

That sounds right. Tar is not processed until the end of turn, but stabs are processed with the stabbing monster.

Sure: if you're stepping on the stairs to leave a possibly-cleared room, it matters very much whether you (a) kill the last monster on your way out and (b) create a new one by cutting tar in the process. Not that I have strong opinions about how it should work, but.
