Well, looking at it quickly it totally looks like the first castle of FFIV or FFIV Advance or FFIV DS or, well, whatever other version there may already be that Square is milking the series with :/

Based on your post, however, it's probably some fan-made creation that uses the same sprites but this was an obligatory first guess to get out of the way.

Perhaps FFIV-2, a fan-made RPG Maker game I just googled, installed and which seems to take place in the same locations.

Of course, that screenshot seems odd if you look closely at the top of the screen. I would guess this is actually a picture that is inside another game.

I'm going to declare that Doom got it, as it is indeed Baron from FFIV - what made it difficult to identify was that I was deliberately misleading you into thinking it was a fan game. It's running in an emulator, as well, I believe.

Okay, this is maddening. I'm almost positive I played that game as a child, but for the life of me I can't recall anything more about it than one detail about the villains. And that one factoid is not helping me google for it.

We have a winner!

A pretty simple RTS - you can attack only by launching missiles or mechs (metal marines), and build defenses against each type individually. Especially in the later levels finding weak spots in the opposing base is very important.

Fun for a while at least, if a little frustrating at times. A lucky missile can get through the strongest AA-defense, and a group of upgraded marines launched from a massively larger opening base killing 3 of your anti-marine turrets protecting more vital structures within the first minute or two is just wrong.

The detail I remembered was that one of the enemy commanders was a woman who would call every time you dealt her a defeat just to scream "HOW DARE YOU!" while smashing the camera she was using to communicate.

...Yeah. Let me guess, cutie: you're still single.

Errr... were you perhaps looking at screenshots from the previous game? The new ones all were some kind of grid-based RPG screenshots, with no cities in sight...
