Yes, it's Vangers!
A game from a Russian developers KD Labs/Buka, released I think in 1994.
Well, in short it's set a gazillion years in the future where humans apparently evolved into bugs. There are many worlds connected into a chain, because foolish humans invented portal traveling and invaded everyone else. Everyone live in underground escaves (cave cities). The surface is too rough to survive for anyone except vangers, who drive in cars equipped with weapons and other devices. Naturally, when it comes to delivering stuff from escave to escave or collecting stuff from the surface they send vangers to do it, and you are one of them.
The game plays like a driving/shooting game on a *very* *VERY* unfriendly terrain. The quests as expected include delivery, assassination, and various other tasks. There are many different parties involved who want to push their own agenda, and you probably want to gather personal wealth while staying on everyone's good side. Information is valuable, especially since the game uses a very confusing lingo you will have to learn, but also because you want to discover all kinds of secrets of the Chain of Worlds. Obviously, in the beginning you know nothing and they keep you in the dark, but as you prove useful, you get some tips about what's going on. It's non-linear, basically, you do what you want, finding stuff to do anywhere.
Hmm, the interface is kinda neat for this type of shooting game, the view is as you saw, fixed 3D view from above (just like DROD!). The best thing they've done is using some insane layering techniques for the ground. I don't know how they did it, but it's amazing. Vehicles leave tracks, jumping through say a bridge (yes, cars can jump... and roll) leaves a car-shaped hole which disturbs driving and you can fall into. There are things that move underground, leaving bumps... well, you should see it to understand.
The main contradiction is, from one side it's a shooting car game which usually means no thinking, and from the other side, it needs a lot of patience for learning and discovering and RPG-like elements.
If you think you'd like exploring a completely alien world from scratch in a deadly vehicle, this game is for you!
