Editor: Pressing escape when editing stairs target should close the dialog (+2)

Steps:

1. Open level editor
2. Place stairs
3. When the dialog appears to select the destination, press escape

What happens:
The dialog disappears and reopens a frame later

What I'd like to happen:
Close the dialog without making any change. If the dialog opened when placing new stairs (or in a character command) then default to selecting End Hold.

Reason:
I like pressing escape!
