TSS transparency? (0)

I tried using Windows Paint to make a transparent overhead image (RGB are all 192), but this gray blob came out instead:

Has TSS changed its transparency color, or am I just doing something wrong?

There's something weird where the grayish color is transparent for tiles specifically but some image displaying things instead require "transparent" in the normal image sense rather than a particular color.
