Ok, so after several tries, I began a new game:

Warrior, with Magic (so I have more to grind) - remaining 25 points to Endurance to survive easier:

(Yeah my spelling sucks)

Have NOT:
Encountered Ratatosk
Encountered Arngrim (Climbed wall for practice however)
Entered graveyard (3 Draugh) at night
Seen Volund at crates at night

Entered Speipnir Bar
Climbed town wall in or out

Kill Boar: 3
Eat food: 2
Speak Jarl: 5
Speak Norns: 3
Obtain Scarf: 1
Obtain Ice Pick: 1

Total: 31

Can I still get 100 Honor assuming that I grind with the same restrictions to all 100s? (No Shield, No arctic wind... no Riposte, no Feint, etc.)

Is this a safe starting point to test Honor?

Yes, your stats or spells do not affect honor. Also, I can tell you that it's not dishonorable to haggle in a shop.

When I achieve all 100s later today, I shall embark (as others have before) on the attempt to achieve 100 Honor in the most... um... dishonorable way possible by abusing... save games...

Does 100% honor do anything besides unlocking the achievment "Paragon Heroine"? In my latest playthough I got to 99% honor and my final rank was "paragon". Is there actually a higher rank than tha?

I don't think there's another rank on top of Paragon.

100% honor is for the Steam achievement and for completionists
