I'm doubtful of these conclusions and we'd really need to look into this scientifically to learn the truth, i.e. setting up good controls where only one factor has changed. There are so many factors involved, like if you are talking about two different hard drives, if a hard drive is fragmented or not, if you are running certain apps in the background, if you picked up a virus, if you've got more memory installed, if you forgot to turn the key repeat setting all the way up, if your video card drivers are different, etc. etc. etc. It seems possible that the two conclusions you described are true, but I can't think of any theories to support them, and the effort needed to prove them true is probably not worth it.
