icon Custom tiles won't animate at speed 0 (+2)  
So I installed the newly released TSS 5.1, and it seems to have created a new bug with custom tiles for NPCs

The way it's supposed to work, according to the help files, is that if you're not creating a looping animation out of a character's tiles, the second row of their tile image is a separate animation frame to be swapped in at random intervals.

Except now, when I set a character's animation speed to 0, it just gets stuck displaying only the first row. Either this is a bug, or the random number gods are pulling a very improbable joke on me.
