The expected behavior is that the HP of monsters changes based on the value of _MonsterHPMult, like how other monster statistics are changed by _MonsterATKMult and _MonsterDEFMult.
The way this variable currently works is different from the other multipliers. The current behavior is to set modified initial HP only for monsters that the player hasn't encountered yet. This is because a monster's HP persist, and a monster can be partially damaged. Changing the multiplier after that point would cause odd (inconsistent) things to happen. I'm guessing this isn't what you were expecting, but I don't have an alternate specification that would work cleanly. Please feel free to suggest other ideas.
