It was difficult enough to find the way to this room - but solve it?

I think I have to lure the two citizens to (17,14) and (20,17).

To get one in place is easy. However, when I try to lure the second one the first one won't stay in place.

What can I do?

I was crazy enough to remove all the tar - which takes quite some time - an then I noticed the tarstuff gate :bangin
