I'm going to disagree with you. Attaching your work here with a Creative Commons license will effectively give the right to other people to reproduce the work as long as they comply to the specifics of the license. That's how the thing is designed to work.
I don't quite understand your examples though. A license generally specifies other peoples rights to your work, and in no way relinquishes your own rights (except maybe exclusivity, but I wouldn't count that as a right in itself). And if you post something as "
all rights reserved"
while you have given up the rights to it, then indeed that license carries no weight as reproducing it is in fact illegal.
3) I'm never going to assume something is actually Public Domain just because someone uploaded a file with that selection. On the other paw/hoof, you can't generally assume you will retain the rights to exclusivity on a work that you've posted in public on the Internet unless you ship it as part of an archive file with license information clearly included which limits its distribution.
I'm pretty sure that in most civilised countries copyright law states that any work you are the original creator of, you will retain the rights to if posted on the internet without any additional license information. Bundling a license with your work may be playing it safe, but is not required
Licenses are only there to make the lives of other people easier. If I don't mind if other people publish the thing as long as they give me credit, I give it a Creative Commons license. If I don't mind people defiling it on 4chan, I set it to public domain. But if I say nothing at all, people are not allowed to do anything with it unless they ask me for permission.
