Wait 0 halts the script until the end of the turn, or if it's already the end of the turn, does nothing.

Cutscene 0 stops any cutscenes that are already in effect and returns control to the player.

If you're using complex scripts with "If" blocks, labels, and "Go to", Wait 0 turns can be a lifesaver, as it allows "Go to" to function properly in a script.

Cutscene 0... What Chaco said. Cutscene 0 is useful only when a cutscene is in progress. If the player has control, Cutscene 0 is absolutely pointless.
