I'm not sure whether this really counts as a "bug", but it's an AI issue with the "building citizens" that makes one of the rooms a lot easier. If it isn't appropriate for this forum then I apologise.

To reproduce: Go to Lowest Proper Once North Once East. Enter from Once North. Hit the nearest eye symbol (that shows up the Evil Eyes' lines-of-sight) and then take one step northwest. Now hold down the "wait" key for a while.

If you get the same result as me, this results in one of the citizens being trapped by three others near the south-east corner of the room. The citizens dismantle and then rebuild the entire wall, but they don't get started on dismantling it again because that one guy is stuck there.

I just looked into this and it happens no matter which room you enter from.

I think it's probably safe to assume that any AI behavior involving citizens is what's intended. On the other hand, builders are so [censored] mysterious that there's no guarantee that what's intended is comprehensible. But in any case, if it's there, it's probably so integral that it's not likely to be changed.
