...on turns 2 and onward.
Check the attachment for (not) working example. Basically, in the Items list we have Wall but not Wall (Hard Filler) and if you try to Wait for Item Wall against Wall (Hard Filler) it will evaluate true only on first turn.
You can workaround this by setting _MyScriptF to 66 just before using Wait for Item and then resetting it back to -9999 (don't forget, eh).

Not a bug. In your example hold, you have a Wall tile above the southern character, not a "Wall (hard filler)" tile. So of course it'll move east on Turn 1.

It's true that you can't check for or build Hard Wall; that's probably more a feature request, though as you note, you can override _MyScriptF to check or build the correct tile in this case.
