icon Build Floor over water (+1)  
See the attached image, it explains all. And it considers the floor as an obstacle still. This is from a room I'm working on for a Slayer chase, the script really is "Wait for NPC at" then "Build floor" times three under it.

EDIT: I tested a bit and if you backspace a move after the floor has been created, the graphics return to normal and it works as floor. Further tests proved that it wasn't considered as an obstacle (don't know why it did once). So it's more of a graphic bug than anything else.

I can't reproduce this in my current build. I'm guessing it's been fixed?

I made a change to building recently to ensure room tiles were refreshed at the build point, so that might have fixed this issue.

Anyway, assuming this is fixed since rev 116 or earlier.
