I'm missing something obvious here..... I suppose I have to approach the eye from the south or the west. But neither seems viable as they have no "stopping points" for horizontal or vertical movements, respectively. I need to bent the rule somehow?

Take another look. You don't need to bend the rules. There is a place where you can stop vertical movement so you can approach the eye from the west.
