In the rooms that has the tar and no Mommy tar. Once you kill the roaches, Serpents etc. Have you completed the room or do you have to clear all the tar as well to complete the Level?

No. Just the roaches/other monsters. Solid tar is regarded as \'stable\' and \'poses no threat\'.
