change handling of multiple hold imports with some earlier/same versions (0)

So I was re-importing a lot of holds during the migration to TCB, and I kept having to sit there until it found a hold that was the same or earlier version, then click "yes". I propose that when importing multiple holds, it should postpone importing those that are the same or earlier version until after importing the others. Alternatively, or perhaps in addition, I propose "Yes to all" and "No to all" buttons on the dialog.
